The inquiry has heard further allegations about malpractice and potential fraud at JE Tudor & Son.A series of concerns were raised by an official veterinary surgeon monitoring the abattoir about the security of the official health mark, which was used to stamp meat which had passed its inspection. At the end of 2004, it was kept in a safe, with the keys hanging in the same room.If the health mark is not locked away securely, there is a risk that it could be used to stamp illegally slaughtered animals or animals slaughtered after inspectors had left the premises.The OV, who raised the concerns, wrote at the time, “I cannot take responsibility for the security of the health mark as no adequate security measures are in place at the plant.”And Phillip Stallard, the Meat Hygiene Service’s area manager for South-East Wales, said there was some suspicion of fraud at the plant in relation to the slaughtering of calves.
